Todays society is swamped with various ways to capture imagery and video from municipal CCTV Systems, private households, mobile phones, tablets in fact anything with a camera.
At the point of capture, the video quality is at its best, only when it is transferred from its origin is it subject to compression formatting, generally to save of storage space.
More often than not, Police evidence will be subject to editing or compression when preparing a case for Court so when the expert gets to it, the quality is so bad that the detail is gone.
Digital images cannot (yet) be backward or reverse engineered so whatever we have been supplied, might need some enhancement however , like a rotten apple, if it is bad to start with then the it likely there will be little of or no room for improvement, at best, it might be possible to adjust the brightness and contrast.
As a Forensic CCTV Expert we recommend that at the very outset of your case you ask for the most original version of the material 'the RAW data' as it serves as best evidence.
Photo Enhancement
We are often instructed to review single frame images that have been subject to compression or have been captured just outside of a optimum parameters of the recording media.
Old wet film images are more often than not scanned into a digital format so that they can be reviewed digitally however, this process can reduce the detail significantly if not done correctly or forensically.
It is possible however, to enhance image to allow for more detail to be discerned without changing the image.
Digital images are made up of 'pixels' a large number of small squares each individually representative of a colour or tone. When an image is compressed these 'pixels' become enlarged and thereafter break down the level of detail or sharpness of the image.
So like with video enhancement, the better the source the more enhancement can be achieved.
